2012-04-15 Melted reactor 4, posted by Mochizuki,, on April 15th, 2012
A Fukushima citizen living in 30km area published the book about his experience after 311.
In his book (P43), he refers to a nuclear worker who watched reactor 4 being destroyed.
Though explosion of reactor 4 was not reported, it is significantly destroyed.
Reactor 4 is the most mysterious case. There was no major blasting sound, but the walls of the reactor building were deformed like morphing of SFX in front of our eyes, the walls of lateral side went totally messed up after all.
2012-04-15 Russia Stunned After Japanese Plan To Evacuate 40 Million Revealed posted by EU Times on Apr 15th, 2012
A new report circulating in the Kremlin today prepared by the Foreign Ministry on the planned re-opening of talks with Japan over the disputed Kuril Islands during the next fortnight states that Russian diplomats were “stunned” after being told by their Japanese counterparts that upwards of 40 million of their peoples were in “extreme danger” of life threatening radiation poisoning and could very well likely be faced with forced evacuations away from their countries eastern most located cities… including the world’s largest one, Tokyo.
The Kuril Islands are located in Russia’s Sakhalin Oblast region and stretch approximately 1,300 km (810 miles) northeast from Hokkaido, Japan, to Kamchatka, Russia, separating the Sea of Okhotsk from the North Pacific Ocean. There are 56 islands and many more minor rocks. It consists of Greater Kuril Ridge and Lesser Kuril Ridge, all of which were captured by Soviet Forces in the closing days of World War II from the Japanese.
The “extreme danger” facing tens of millions of the Japanese peoples is the result of the Fukushima Daiichi Nuclear Disaster that was a series of equipment failures, nuclear meltdowns, and releases of radioactive materials at the Fukushima I Nuclear Power Plant, following the Tohoku earthquake and tsunami on 11 March 2011.
According to this report, Japanese diplomats have signaled to their Russian counterparts that the returning of the Kuril Islands to Japan is “critical” as they have no other place to resettle so many people that would, in essence, become the largest migration of human beings since the 1930’s when Soviet leader Stalin forced tens of millions to resettle Russia’s far eastern regions.
Important to note, this report continues, are that Japanese diplomats told their Russian counterparts that they were, also, “seriously considering” an offer by China to relocate tens of millions of their citizens to the Chinese mainland to inhabit what are called the “ghost cities,” built for reasons still unknown and described, in part, by London’s Daily Mail News Service in their 18 December 2010 article titled: “The Ghost Towns Of China: Amazing Satellite Images Show Cities Meant To Be Home To
Millions Lying Deserted” that says: [read more here]

Radiation in Japan: Radioactive Cesium from Urine Samples of 10 Children in Fukushima CitY From Sankei Shinbun (6/30/2011):
"A citizens' group in Fukushima Prefecture "Fukushima Network to Protect Children from Radiation" tested the urine samples from 10 children in Fukushima City, age 6 to 16, and announced on June 30 that a small amount of radioactive materials was detected from all samples.
"The highest amount of cesium-134 was from an 8-year-old girl, at 1.13 becquerels per liter. The highest amount of cesium-137 was from a 7-year-old boy, at 1.30 becquerels per liter..."
[end quote from Ex-SKF]
The children of Fukushima prefecture have in fact been poisoned. The tragically named Fukushima Network for Saving Children from Radiation took samples from 10 elementary through high-school children.[i] Analysis ran by an independent French research organization detected cesium-134, of up to 1.13 becquerels per liter in their urine. The un-named organization stated that children living 60 kilometers from the plant suffer from internal radiation exposure. When reporting on this news, the Japanese news agency NHK reassured readers that “The Japanese non-profit Radiation Effects Research Foundation says no health problems due to such radiation levels have been reported, and that people should not be overly concerned.”[ii]
Likewise, on July 6 the Japanese press Kyodo reported that in a March survey of 1,080 children aged 0 to 15 in Iwaki, Kawamata, and Iitate 45% of kids in Fukushima survey had thyroid exposure to radiation[iii] In August, NHK reported that Japan’s nuclear commission had erased children’s exposure data derived from a test of 1,000 children aged 15 or younger who had been screened for radiation affecting their thyroid.[iv] The report stated that one four year old child had a thyroid exposure of 35 millisieverts, but that the amount was “not considered a health threat.” This exposure level accounts only for Iodine-131 and does not incorporate the child’s total exposure to other radionuclides.
Based on these levels of exposure, June 24, Dr. Chris Busby, an internationally recognized expert on the health effects of ionizing radiation and chair of the European Committee on Radiation Risks, issued a public statement recommending evacuation of all people, but particularly children and pregnant women:
"Children and adults living in areas which are contaminated to the extent that the external gamma dose rate at 1m from the contamination surface exceeds 1? Sv per hour should immediately relocate to an uncontaminated area. The continued presence of children in areas where greater than this level of external dose rate exists will have a serious health problems and these may lead to their deaths within the following ten years. Exposure of pregnant mothers to contamination at levels resulting in an excess dose rate at 1m from the ground of 1? Sv per hour [sic] will have a significant effect on the viability of the fetus and the survival and health of the baby.[v]
Busby’s recommendation was ignored by Japan’s political authorities.

Old model assumed only cells directly subject to radiation were damaged
New model emphasizes how low-dose radiation can cause indirect damage to cells through the bystander effect and through genomic instability. The effects of low-dose ionizing radiation are variable and can reduce DNA repair mechanisms, operate lethally on cells or some instances activate them depending upon type of radiation, chemical environment, etc.
“In recent years, several lines of evidence have been accumulating that low-dose effects of ionizing radiation involve formerly unexpected cellular phenomena such as non-targeted and delayed radiation effects. These effects clearly contradict the classical paradigm of radiation biology saying that all radiation effects on cells, tissues and organisms are due to the direct action of radiation on DNA…. As another low-dose non-linear radiation response can be added the phenomenon of low-dose radiation hypersensitivity (LDRH) [68] and [69] that has been observed in many cell types. It manifests itself by high lethality”
Dietrich Averbeck, a, Towards a New Paradigm for Evaluating the Effects of Exposure to Ionizing Radiation Mutation Research/Fundamental and Molecular Mechanisms of Mutagenesis Volume 687, Issues 1-2, 1 May 2010 pages 7-12
“The demonstration of a bystander effect in 3D human tissues and, more recently, in whole organisms have clear implication of the potential relevance of the non-targeted response to human health. The observations that the progeny of non-targeted cells show an increase in genomic instability as evidenced by an increase in delayed mutations and chromosomal aberrations many generations afterwards indicate the need for a comprehensive assessment of the bystander issue, particularly among genetically susceptible populations….” (

“In a recent paper (Wakeford et al 2009 Leukaemia 23 770–6) we estimated the proportion of childhood leukaemia incidence in Great Britain attributable to natural background radiation to be about 20%. In this paper we employ the two sets of published leukaemia risk models used previously, but use recently published revised estimates of natural background radiation doses received by the red bone marrow of British children to update the previous results. Using the newer dosimetry we calculate that the best estimate of the proportion of cases of childhood leukaemia in Great Britain predicted to be attributable to this source of exposure is 15–20%...”

"The committee concludes that the current scientific evidence is consistent with the hypothesis that there is a linear, no-threshold dose-response relationship between exposure to ionizing radiation and the development of cancer in humans."
Physicians for Social Responsibility concurs there are no safe doses of radiation. Decades of research show clearly that any dose of radiation increases an individual’s risk for the development of cancer.
The apparent lack of people suffering from "acute radiation syndrome" in no way precludes many deaths and illnesses from occurring as a result of exposure to Fukushima radiation.

Majia here: Japan's Edano is still not ruling out restart of the Oi reactors:
[Excerpt from Mainichi article] "Edano did not elaborate but Goshi Hosono, nuclear accident minister, told reporters in Tokyo that Edano tried to say that possible restart of the Oi reactors will not take place as soon as before May 6 considering the importance of thorough work before obtaining local consent...
...In the speech, Edano reiterated that Japan will eventually reduce its reliance on nuclear power "to zero permanently.
But he also called for support for the reactivation of the Oi reactors as a way to avoid power shortage in the near future, saying, "We will realistically and steadily reduce the number of nuclear reactors through a process that would not cause concerns or confusion in society while thoroughly examining their safety."
Majia here: Yesterday I noted that it looks as if Tepco was trying to blackmail Edano into re-starting the reactor:

There seem to be a lot of backstage fights going on. I missed this back in March 2012:
Reuters - Shareholders of Tokyo Electric Power Co Inc, operator of the crippled Fukushima nuclear plant in northeast Japan, are suing the utility's executives for a brecord 5.5 trillion yen ($67.4 billion) in compensation, lawyers said.
Here are the stock listing of major shareholders
Most, but not all, of the major shareholders are Japanese.
Two Tepco shareholders that are not Japanese in origin include:
State Street appears to be American corporation headquartered in Boston:
This appears to be Chinese investment vehicle
On Thursday, April 12, 2012 Kyodo reported that "Tokyo now top Tepco shareholder"
"The Tokyo Metropolitan Government became the largest shareholder in Tokyo Electric Power Co. at the end of March, the utility said Wednesday, after other top shareholders — Dai-ichi Life Insurance Co. and Nippon Life Insurance Co. — sold parts of their stakes..."
Majia here: Lenders and Shareholders want to Increase Tepco's stock value and future profits. Tepco executives want to retain their jobs and pensions.
What is ultimately good for Japan and the rest of the world is irrelevant to this collection of psychopaths.
Now we learn more about the nuclear extortion occurring in Japan.
Reuters provides more details about the demands of Prospective lenders to Tepco:
Japan lenders ready to back Fukushima operator Tepco, but wary. Reuters.
By Taiga Uranaka TOKYO | Thu Mar 8, 2012 3:24am EST
(Excerpted) - "Major creditors of Tokyo Electric Power Co are ready to lend the loss-making utility 1 trillion yen ($12.4 billion), but won't commit the money until they see if the firm's turnaround plan meets some key conditions, bank sources said on Thursday.
The lenders are concerned if two conditions -- raising power tariffs and the restart of the utility's nuclear power plants -- can be met in the face of public and political opposition following the Fukushima nuclear power plant disaster a year ago…."
Majia here: This is NUCLEAR EXTORTION by the lenders.
One wonders whether the shareholders are behind this as well?
The shareholders do not want Japan's government to nationalize Tepco because then they will lose their shares' value.
So the shareholders want private lenders to bail out Tepco.
And the lenders and shareholders only win in their zero-sum formulation of profit/no-profit by restarting reactors.
What selfish extortionists! They prioritize their profits over the very existence of Japan as a nation-state.
If humanity is to survive, elite profits cannot be prioritized over the sustainability of our ecosystem.
The people of Japan, in particular, and planet earth more generally, had better wake up and demand that human and eco-system welfare be prioritized over the profits of the world's most elite corporations, sovereign wealth funds, financial institutions, and billionaires.

Units 1 and 2 are "boiling down."
Units 3 and 4 have "zirc water reactions"
“No walls” on unit 4.
RE UNIT 4: “The explosion leveled the walls, leveled the structure for the unit 4 spent fuel pool all the way down to the to the approximate level of the bottom of the fuel, so there is no water in there whatsoever”
NEW SPEAKER PARAPHRASING SUMMARY OF WORST CASE SCENARIO: 3 reactors out of control and up to 6 spent fuel pools
NEW SPEAKER SUMMARIZING WORST SCENARIO: 3 reactor "meltdowns" coupled with “up to 6 spent fuel pools in a degraded condition, possibly with spent fuel pool fires.”
ANOTHER SPEAKER (PARAPHRASING WITH QUOTES): It "has progressed" to at least "2 reactors, multiple spent fuel pools and maybe 4 reactors and 4 spent fuel pools...."
SPEAKER ASKING ABOUT UNIT 4 (Bill asking for clarification on Chuck’s interpretation of unit 4 spent fuel pool)
ANSWER “our understanding of the unit 4 spent fuel pool is it has been destroyed on the side such that it will get no water above the bottom of the active fuel for in effect the sides of the reactor building are gone…the sides are gone…”
PARAPHRASING: The worst one is unit 4
RE UNIT 3 PARAPHRASING: When we showed up the metal water reaction going and units 1 and 2 were boiling.
CHUCK: “we’ve just not seen any mitigation of any of the events and we would take all the spent fuel pools and all the reactors to the final conclusion because we’ve not seen any mitigation…”
The Guardian reported on March 16 that a fire had broken out in the #3 spent fuel pool (Goldenberg
Nuclear engineer Arnie Gunderson of Fairewinds subsequently reported in one of his video-updates of the disaster that he believed the explosion at the number 3 reactor in March was caused by “prompt criticality” in number 3’s fuel pool, rather than in the reactor itself (Gunderson,
MAJIA HERE:. If we add reactors 5 and 6 into the mix, we are actually discussing 6 spent fuel pools.
I think we can assume from the transcript above that the pools in units 4 and 3 burned, at least partially, in March 201. The transcripts indicate 4 pools were damaged altogether.
I personally saw fires at the plant over the summer of 2011 in the webcam (in May June)
Start with this link for evidence of releases in June
There were also major events viewed on the Fukushima webcam in late November, and again in January and March of 2012. Major steam and/or smoke was documented in videos.
I believe there have been multiple fires in spent fuel pools and that the "final conclusion" noted by Chuck has been unfolding over the last 14 months.
WHAT DOES THIS MEAN? How Much Radiation has been Released?
Robert Alvarez, who is an established expert, was quote as stating the following in Matsumura’s website
[Alvarez]: "It is my understanding that of the 1,532 spent fuel assemblies in reactor No. 304 assemblies are fresh and unirradiated. This then leaves 1,231 irradiated spent fuel rods in pool No. 4, which contain roughly 37 million curies (~1.4E+18 Becquerel) of long-lived radioactivity…. if an earthquake or other event were to cause this pool to drain this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident.
… Based on U.S. Energy Department data, assuming a total of 11,138 spent fuel assemblies are being stored at the Dai-Ichi site, nearly all, which is in pools. They contain roughly 336 million curies (~1.2 E+19 Bq) of long-lived radioactivity. About 134 million curies is Cesium-137 — roughly 85 times the amount of Cs-137 released at the Chernobyl accident as estimated by the U.S. National Council on Radiation Protection (NCRP). The total spent reactor fuel inventory at the Fukushima-Daichi site contains nearly half of the total amount of Cs-137 estimated by the NCRP to have been released by all atmospheric nuclear weapons testing, Chernobyl, and world-wide reprocessing plants (~270 million curies or ~9.9 E+18 Becquerel).
[end Alvarez quote)
MAJIA HERE: Arnie Gunderson recently put that amount of cesium in perspective:
Title: Arnie Gundersen Intervieww. ource: WBAI’s Five O’Clock Shadow Date: Tuesday April 17, 2012 5:00pm (At 25:45 in the interview):
[Gunderson] “there’s enough fuel in that pool, that it’s almost as much cesium as in all of the atom bombs that were ever dropped into the atmosphere, 800 bombs were dropped into the atmosphere, well there’s as much cesium in that one pool as in those bombs." (
MAJIA HERE: So, what we know is that there were 4 spent fuel pools directly impacted in March 2011 at Fukushima, according to the NRC transcripts, and each of them contained the equivalent of (approximately) 800 atomic bombs worth of Cesium.
We have no figures for the amount of radioactive iodine, uranium, plutonium, and other nasties.
We have to assume that at least part of the inventories in these pools has burned. I personally think most of the inventory in 3 and 4 have burned. (I don't know what has happened to pools at 5 and 6).
Arnie Gunderson recently explained that a spent fuel pool fire is so hot that the heat will push the radionuclides high into the atmosphere (and up to the jet stream) even in the absence of an explosion
Even if I'm wrong about the entire pools being destroyed, we are talking about levels of radiation in the environment that have never been released.
Michael Collins, an established Environmental Reporter prior to Fukushima, has just measured dust from his HEPA filter at 7 1/2 X background radiation level on the coast in Los Angeles. The dust had accumulated in the filter, located inside his house, over 40 days. This is the highest level he has recorded.
West Los Angeles is on the coast and is subject to coast effects that will probably reduce the amount of actual fallout, unlike places such as Fresno, Bakersfield, Sacramento, Yuma, and Phoenix that have mountains to the east of them and have dust and pollution problems that have already been linked to particles brought in on the jet stream.
SEE “Transport of Asian ozone pollution into surface air over the western United States in spring” J. Geophys. Res., 117, D00V07, doi:10.1029/2011JD016961 [Abstract]
MAJIA HERE: So, we are talking about very, very large amounts of radiation that have been transported on the jet stream to the Northern hemisphere.
If the entire Daichi plant becomes uninhabitable because of radiation levels then we are talking about 6 spent fuel pools, each with approximately 800 atomic bombs worth of cesium.
I believe that we are discussing the possibility of no recovery for the northern hemisphere.
The fallout is going to bio-accumulate in living organisms and we are close to the top of the food chain.
I believe this dire possibility is why there will be no truth that is spoken by Tepco, the Japanese government, or any other government.
I also believe that this is why we are starting to see the silence broken by various individuals in Japan, the U.S., and Europe.
Former Japanese diplomats are describing Fukushima as threatening civilization.
The German media is starting to report that the plant is much worse off than publicly acknowledged,,15890837,00.html
Even a US Senator from Oregon is starting to speak up, albeit indirectly and in muted form
Each of these forms of dissent tugs gently at the veil of censorship.
Each speaks, but partial truths are all that we can expect to hear.
We must connect the dots ourselves.
The pattern that is emerging from the efforts made by many -- especially through the hard work of the Enenews site administrator and commentators -- is that we are truly facing a disaster of epic proportions.
Humanity has survived such disasters before. It is hypothesized that sometime in our distant past we were reduced to approximately 3000 individuals.
The problem is that in the past we lacked the capacity to kill ourselves off completely and now we seem to have mastered it far too well...
In 2010 Micheal Meacher, a former Environmental Minister in the UK, claimed in the Ecologist that humans only have 200 to 300 years left on earth.

I don't know how long it is going to take for the radionuclides from Fukushima to make way through the food chain, but I am now convinced that we are facing very trying times characterized by rampant disease and shortages and I can only hope that we raise our collective consciousness to the point that we can cooperate during these times, rather than destroying ourselves utterly.

Most of Japanese are not aware of the health risk they are facing.
<Quote> [Link]
Tokyo, April 20 (Jiji Press)–Only 26.1 pct of people in Japan are more worried about food safety after last year’s earthquake, tsunami and nuclear disasters, a Cabinet Office survey showed Friday.
According to the survey, 55.8 pct said their dietary habits have not changed since the disasters, signaling that people do not think securing food safety is more challenging than before.
Among men, 17.6 pct said they are more concerned about food safety. The figure among women was 33.0 pct.
By region, the proportion of such people stood at 35.1 pct in Shikoku, southwestern Japan, 34.8 pct in Tohoku, northeastern Japan, 30.2 pct in Kanto that includes Tokyo, and 21.4 pct in Kyushu, southwestern Japan. The proportion was lowest at 16.1 pct in Chugoku, western Japan.
The survey, which allowed multiple answers, showed 17.1 pct said they pay attention to energy saving in their eating habits.

Japanese Government Unhappy with Food Organizations Setting More Stringent Safety Standards
Farm ministry asks food industries to abide by gov't-imposed allowable radiation limits
[Excerpted] "The Ministry of Agriculture, Forestry and Fisheries has sent a notification to 270 organizations related to the supermarket, restaurant and other food-related industries, calling for them to abide by government-imposed allowable limits for radiation in their products.
There are cases of food-related and other industries setting their own standards that are even tougher than the government-imposed limits, and therefore the agriculture ministry said, "The national standards fully ensure safety. Different standards create confusion."
Majia Here: So the Japanese government does not want the food industry to set standards stricter than government ones.
Japan has raised its acceptable derived intervention levels for food and water.
Even with the higher standards, food is being found throughout Japan that exceeds standards.
[e.g., Foods with excessive radiation under new rule found in 8 prefectures]
Japan did not have a centralized system for checking food safety last year. I do not know if one has been institutionalized. The article I cite above suggests not.
The new standards are not safe for children.
[Children as a sensitive subpopulation for the risk assessment process Toxicology and Applied Pharmacology, Volume 199, Issue 2, 1 September 2004, Pages 132-141 R. Julian Preston]
In "Nuclear Controversies" by Vladimir Tchertkoff (2003), Professor Yury Bandazhevsky (former director of the Medical Institute in Gomel), states that "Over 50 Bq/kg of body weight lead to irreversible lesions in vital organs"
However, it is worth noting that Japan's standards for food food and milk are still lower than US standards
And the US government recently sought to raise permissible levels (although I am not sure whether the levels were in fact raised)
Low doses can have significant effects on human health not predicted by the exposure models
Why would the Japanese government require its food industry to comply with loser standards than those set by the government? I think there are many answers and all of them point to the prioritization of profits over human welfare....

Japan 5th Largest Possessor of Plutonium for Nonmilitary Use
Japan utility group did not compile plan on reprocessed plutonium usage" Kyodo April 21, 2012
[Excerpted] "A utility industry group did not compile a plan on the usage of 0.5 ton of plutonium set to be extracted at a reprocessing plant in Aomori Prefecture in fiscal 2012 that started on April 1, a move that goes against government policy, sources close to the matter said Saturday...
...Japan currently possesses around 30 tons of plutonium for its use as fuel for nuclear power generation, while just a few kilograms of plutonium are said to be enough for making up a nuclear weapon. At the end of 2009, Japan was the fifth-largest possessor of plutonium for nonmilitary use, according to statistics by the International Atomic Energy Agency...."

Article Title: "Long-Lasting Effects of Neonatal Ionizing Radiation Exposure on Spatial Memory and Anxiety-Like Behavior"
Authors: Lucila Guadalupe Caceres, Hugo Rios, and Laura Ruth Guelman
Journal: Ecotoxicology and Environmental Safety volume 72.3 (2009) 895-904.
"Neonatal ionizing radiation exposure has been shown to induce a cerebellar cytoarchitecture disarrangement. Since cerebellar abnormalities have been linked to an impairment of behavioral functions, the aim of the present work was to investigate whether exposure of developing rats to ionizing radiations can produce behavioral deficits in the adult.
Male Wistar rats were X-irradiated with 5 Gy within 48 h after birth and were tested in a radial maze and in an open field at 30 and 90 days post irradiation.
Irradiated rats showed significative changes in spatial, exploratory, and procedural parameters in the radial maze, as well as a significative decrease in anxiety-like behavior, assessed in the open field.
These results suggest that ionizing radiations can induce long-lasting spatial memory and anxiety-related changes. A relationship with radiation-induced cerebellar cytoarchitecture abnormalities supports the hypothesis that cerebellar integrity seems to be critical to achieve spatial performance and emotional behavior establishment.

Research Demonstrating Significant Effects at Low Dose Rates of Exposure to Ionizing Radiation
The linear, no-threshold model for radiation exposure holds that there is no dose of exposure to ionizing radiation that poses no risk.
However, an assumption of the linear no-threshold model is that low-level exposure poses fewer risks than higher levels of exposure because the exposure increments are essentially homogenized so that more of them produce more risks.
The model is important because it is used in risk-assessments of exposure to ionizing radiation.
However, J.M.Gould and B.A.Goldman found that low-levels of exposure to Chernobyl radiation produced effects that could not be predicted by this model. They documented an inverse effects model in Deadly Deceit: Low-Level Radiation High Level Cover-Up, Four Wall Eight Windows, New York, 1991.
Below find another study that documents an inverse dose-rate effect.
This type of research does not in any way call into question the horrific effects of acute radiation exposure.
Rather, this research documents that relatively low levels of exposure to radiation can have significant effects that are not predicted by the dominant risk model.
The significance of this research is that our risk models are wrong and we are consequently under-stating health risks from exposure to low levels of ionizing radiation.
Here is a study that examines how low levels of exposure effect human cells.
Krokosz, A., Koziczak, R., Gonciarz, M., Szweda-Lewandowska, Z. (2006). Study of the Effect of Dose-Rate on Radiation-Induced Damage to Human Erythocytes. Radiation Physics and Chemistry 75.1, 95-10
Human erythrocytes suspended in an isotonic Na-phosphate buffer, pH 7.4 (hematocrit of 2%) were irradiated with ?-rays at three dose-rates of 66.7, 36.7, 25 Gy min-1 in order to investigate the influence of the dose-rate on radiation-induced membrane damage, hemoglobin oxidation and loss of reduced glutathione.
The obtained results showed that such processes as erythrocyte hemolysis, lipid and protein destruction depend on the radiation dose-rate. The parameter values describing these processes showed an inverse dose-rate effect.
Excerpt from Conclusion:
"Our results indicate that the processes of lipid and protein destruction show an inverse dose-rate effect not only in isolated systems, as it was observed earlier . . . but also in the cells. The inverse dose-rate effect was also observed during hemoglobin oxidation, which is the main intracellular erythrocyte target for radiation. The interphase death of the cell connected with damage to membrane proteins and lipids indicates the inverse dose-rate effect" (p. 104)
Majia here: Another study found here postulates that the bystander effect is responsible for the detrimental effects of low-levels of radon gas on human health.
However, I acknowledge that it is an oversimplification to assert all doses, of all forms of radiation, cause cancer or other health effects.
Yet another study, below, suggests that the bystander effect can both promote repair and inhibit repair of low levels of exposure to ionizing radiation.
Bobby R. Scott,1* Dale M. Walker,1 Yohannes Tesfaigzi,1 Helmut Schöllnberger,2 and Vernon Walker. Mechanistic Basis for Nonlinear Dose-Response Relationships for Low-Dose Radiation-Induced Stochastic Effects. Nonlinearity Biol Toxicol Med. 2003 January; 1(1): 93–122.
Here is an excerpt from the article describing some of the DNA repair mechanisms. What is interesting is that the bystander effect is postulated as both promoting the adaptive response and inhibiting it in this study:
[excerpt] Numerous repair processes are now known and include nucleotide excision repair, base excision repair, transcription-coupled repair, mismatch repair, and nonhomologous end joining (Friedberg et al. 1995; Scicchitano and Mellon 1997; Hanawalt 2001). The indicated repair processes operate at the individual cell level and provide for individual cell resilience to vulnerable states. A complex cell signaling network regulates the individual-resilience system. The failure of this system can lead to repair errors, which in turn can lead to problematic lethal and nonlethal mutations (forms of genomic instability).
Majia here: The relationship between dose and DNA damage is extraordinarily complicated because the body routinely repairs DNA damage. The factors that promote repair, and inhibit it, can range from the type of radiation to the age and health of the radiated individual.
The linear, no-threshold model acknowledges that no level of exposure is every safe, but over-simplifies expected effects by homogenizing the doses.
Unfortunately, the variables mediating effects, ranging from the type of radiation to the characteristics of the radiated bodies, are simply not understood well.
We do know from the mortality statistics collected on Chernobyl and now on Fukushima that the very young, the very old, and the immune compromised are the most likely to suffer the adverse health effects from even very low levels of exposure.
None of the research that I've seen when scanning the data bases (Science Direct in particular) that addresses the protective, repair aspects of the bystander effect address variable such as age or condition of health.
Furthermore, none of the research touting the protective aspects of the bystander effect address the cumulative damage that occurs to bodies as a result of radiation exposure over time, and the effects of cumulative damage on repair mechanisms and efficacy.
This research is really in its infancy. Unfortunately, Fukushima now presents an opportunity for studying in real world conditions the hell radiation can wreck upon human health. Let us hope that the researchers do not manipulate the data and findings, as have been common practices in past studies.

2012-04-21 Fukushima is falling apart: are you ready? by Christina Consolo
Thirteen months have passed since the Fukushima reactors exploded, and a U.S. Senator finally got off his ass and went to Japan to see what is going on over there.
What he saw was horrific.
And now he is saying that we are in big trouble.
See the letter he sent to U.S. Ambassador to Japan Ichiro Fujisaki, Secretary of Energy Steven Chu, Secretary of State Hillary Clinton, and NRC’s Chairman Gregory Jaczko here.
But what is so ironic about this is that we have been in this heap of trouble since March of 2011. March 17th, to be exact, when the plume of radioactive materials began bombarding the west coast of California.
And Oregon. And Washington. And British Columbia. And later Maine, Europe, and everywhere in between.
Independent researchers, nuke experts, and scientists, from oceanography to entomology and everywhere in between, having been trying to sound the alarm ever since.
The scientists most upset are those who have studied the effects of radiation on health. I’ll say it again, so its really clear: we are in big trouble.
The most preliminary reports of soil contamination are starting to come in from the USGS, who has seemed reluctant to share this information. Los Angeles, California, Portland, Oregon, and Boulder, Colorado, so far have the highest radioactive particle contamination out of the entire US.
That being said, every single city tested across the country showed contamination from Fukushima. What is even more alarming, however, about the numbers coming in, is that they are from samples taken April 5th, of last year...
