Fukushima I Nuke Plant: Japan Nuclear Technology Institute Senior Advisor Says “Reactors 1, 2, 3 All Had Complete Meltdown”, EX-SKF, April 30, 2011:

Michio Ishikawa, the former head of the Japan Nuclear Technology Institute and the current “most senior” advisor to the Institute, appeared on an Asahi TV program on April 29 and shared his candid assessment of Fukushima I Nuke Plant accident.
He is known as one of the most ardent proponents of nuclear power generation. The Japan Nuclear Technology Institute was set up in 2005 by Ishikawa in order to represent the interest of the nuclear industry in Japan and promote nuclear energy.
[...] he continues to insist nuclear power plants are safe and 100 milli-sieverts cumulative radiation is perfectly safe not just for the plant workers but for everyone.

More on 77-year-old Michio Ishikawa of the Japan Nuclear Technology Institute on the situation at Fukushima I Nuke Plant, as he appeared on Asahi TV on April 29. [...]
“I believe the fuel rods are completely melted. They may already have escaped the pressure vessel. Yes, they say 55% or 30%, but I believe they are all melted down. When the fuel rods melt, they melt from the middle part on down.
I think the temperature inside the melted core is 2000 degrees to 2000 and several hundred degrees Celsius. A crust has formed on the surface where the water hits. Decay heat is 2000 to 3000 kilowatts, and through the cracks on the crust the radioactive materials (mostly noble gas and iodine) are escaping into the air. [...]
[Later on] The show’s host says “But wait a minute, Mr. Ishikawa, you are a proponent of nuclear power and we expected to hear from you that everything is going well at Fukushima…”
Mr. Ishikawa answers, “Well, if I’m allowed to tell a lie…”

It is up to you to decide how you want to approach this data.
Personally, I believe it to be IN THE PRECIPITATION for sure.. which means you do not want to get the rain or snow on you, and do not want to injest the fluid.. (i.e. drink the water) until levels deminish.

"The readings averaged 7-10 times normal background readings, 0.103 mR/hr maximum.
The readings were taken from two the hoods of two separate vehicles. Both had been in different parts of the city and in the rain for roughly the 1.5 hours. The first had been driven approximately 4-6 miles round trip through the rain; the second vehicle had been stationary.
The highest reading on the driven vehicle was 0.103 mR/hr; the highest reading on the parked vehicle was 0.075 mR/hr. Given how close the values are to each other, it is unclear if the differences are a result of the driving or just natural fallout variation from one part of the storm to another.
To date, the maximum fallout reading I have recorded in the Saint Louis area was 62x background radiation, 0.686 mR/hr on 4/15/11

"At 10:49 into the video, a reading of 43.3 counts per minute." [Editor's Note: However, this does not tell you what you will get hit with when it rains, when most of the fallout comes down. Also, NILU and other forecasters show clear patches in America between streaks of radiation plumes, so this could have simply been a temporary "clear patch" situation passing over St. Louis between waves of plumes, just like clear sky between rain clouds]..
2011-05-05 EPA ends special monitoring for Fukushima radiation despite continued rise in nuclear fallout, increased threats to US by Ethan A. Huff
(NaturalNews) The US Environmental Protection Agency (EPA) announced yesterday that it is ceasing its special monitoring protocols in the US for radiation from the Fukushima Daiichi nuclear disaster in Japan, despite the fact that no real progress at the plant has been made, and threats to the US are persistent. At the same time as the EPA announcement, foreign reports also indicate that levels of radiation in Pacific waters near the Fukushima plant are now up to 1,000 times normal levels, with no real indication of where this radioactive water is flowing.
The EPA has stated that radiation levels in the US related to the Fukushima incident have been "consistently decreasing," and that the agency no longer needs to regularly test food, air, and water for radiation in the manner that it has been. In fact, the agency is so confident that it states in its announcement that "[t]he next round of milk and drinking water sampling will take place in approximately three months."
But just a few weeks ago, EPA data revealed that several milk and water samples from across the country were testing positive with dangerously high levels of radiation. Iodine-131, Cesium-134, and Cesium-137 -- all of which are being emitted from Fukushima -- had been turning up in the US in escalating amounts (http://www.naturalnews.com/032048_radiation_milk.html).
On top of this, the EPA was never even testing for all the different types of radiation being emitted from Fukushima in the first place. EPA data sheets reveal that the agency was never testing for uranium or plutonium, and none of its water supply tests involved testing for anything other than radioactive Iodine-131. But everything is just fine, they say, and further testing is unnecessary.

RadNet Data Censorship Saint Louis, Mo 3/30/11 - 6/29/11 by potrblog.
"Four specific types of censoring were found in the EPA data:
(1) Censored Data (deletions): Specifically Gross Beta, and Gama Energy Ranges 2 through 5, and 7.
(2) Censored Data (Burn-offs): Short Half life radiation was allow to burn-off from the sample by performing the sampling in time frames longer than the standard 1 hour sample collection time.
(3) Censored Data (short sampled): Sampling periods were cut short of their standard 1 hour sample gathering time; the result is a radiation count that is proportionally lower.
(4) Censored Data (early filter removal): Filters build up radioactive contamination. By installing a new air filter before the previous filter's useful life span has been reached, the subsequently recorded radioactivity will appear lower.
Based on my understanding of the RadNet's operational guidelines:
Samples are automatically captured every hour and sent up to the EPA to "review" the data before it is posted online. The air sampling cartridges are to be removed every 12,000 cubic meters and sent to the EPA for further analysis; this time may be cut short if unusual radiation detections are found.
As I searched through the EPA RadNet data for Saint Louis, I found two instances where a new air sampling cartridge was inserted and removed with in one or two readings and replaced with another new cartridge. The first such occurrence was on April 10th and was concurrent with all four types of observed censorship. The second occurrence was on May 25th and was concurrent with a large radiation increase.
The EPA website does state that "Electrical interference can cause spikes, shown on graphs as one point significantly higher than the rest of the data". However an examination of the data found NO such instantaneous spikes, only radiation increases predicted via previous upwards trends.
It is also interesting to note that the heaviest data censorship occurred in the early parts of the Fukushima disaster, where radiation levels would have been expected to be at their initial highest. Despite that heavy early point data censorship, the overall trending data from March through May shows a significant increase in radioactivity. I believe the increase is significant from a cancer causing perspective, but not necessarily from the perspective of inducing Radiation Sickness.
Hopefully the EPA will provide an alternate explanation of the above analysis and will support such an explanation by:
(1) Releasing all the RAW un-manipulated data.
(2) Releasing all manuals and instructions covering the collection of such data.
